Dr. Clarke is the retired CEO of Operation PAR, where she led a team of over 450 professionals delivering comprehensive substance use prevention and treatment services across eight Florida counties. Her research expertise centers on workforce challenges in the human services field. She is currently a board member of the Central Florida Behavioral Health Network, the Managing Entity for the Suncoast Region and has served on the executive boards of both the Florida Juvenile Justice Association and the Florida Behavioral Health Association, advocating for legislative and policy solutions to address the behavioral health workforce crisis. Dr. Clarke holds a federal appointment on the Substance Abuse and Mental Health Services Administration (SAMHSA) National Advisory Council, where she contributes to national discussions on workforce development. With decades of leadership experience, she remains a dedicated voice in shaping policies that strengthen the behavioral health workforce.
